EPMO Health Check and Governance Uplift Case Study

BACKGROUND


The State Government operates a complex portfolio of regulatory, safety, and transformation initiatives across approximately 300 staff. 


Following the rapid establishment and evolution of its Enterprise Program Management Office (EPMO), RSHQ sought an independent review to: 


  • Validate the effectiveness of its governance and delivery framework 

  • Strengthen executive and Board confidence in reporting 

  • Ensure alignment to contemporary project and program management standards 


While significant progress had been made, the organisation recognised the need to transition from “established” to “optimised” delivery capability


THE CHALLENGE


The EPMO had successfully scaled its delivery environment, however several systemic challenges were emerging: 


  • Reporting credibility: A perception that too many projects were reporting as “green,” reducing executive confidence 


  • Tolerance inconsistency: Cost, schedule, and delivery tolerances were not aligned to lifecycle maturity 


  • Governance complexity: Blurred lines between BAU and EPMO initiatives 


  • Limited systemic visibility: Risk, vulnerability, and organisational delivery capacity were not fully integrated into decision-making 


At an executive level, this created a critical issue: 


Strong delivery activity existed, but decision-making confidence was being eroded.


APPROACH


PMLogic was engaged to undertake an independent EPMO health check, applying its proven DELIVER framework and aligning to global standards including PMBOK 8 and PRINCE2 7. 



Phase 1: Discover-Examine-Learn (DEL)


  • Conducted structured stakeholder engagement across the EPMO and executive levels 

  • Assessed governance, reporting, delivery, and capability maturity 

  • Developed a quantified maturity profile with clear systemic themes 


Phase 2: Implement-Validate-Evaluate (IVE) 


PMLogic worked closely with the EPMO to design targeted improvements: 


  • Tolerance Model Redesign 

    • Introduced lifecycle-based tolerances (higher variability early, tighter control in delivery) 

    • Aligned to earned value and delivery confidence principles 

  • Reporting Integrity Reset 

    • Refined RAG status definitions and calibration 

    • Addressed systemic drivers of inaccurate reporting 

  • Governance Uplift 

    • Clarified separation of BAU and EPMO initiatives 

    • Recommended multi-board governance for critical initiatives 

    • Introduced three-lens model: 

    • Risk (uncertain events) 

    • Vulnerability (systemic weaknesses) 

    • Capacity to Deliver (organisational bandwidth)  


Phase 3: Reinforce (R) 


  • Delivered executive-ready outputs including: 

    • Board-level health check report 

    • EPMO “Journey to Date” timeline 

    • Reform heatmap aligned to PMBOK domains 

  • Established a clear roadmap for ongoing EPMO uplift and continuous improvement
